CHCI assists clients in the federal designation process include preliminary assessment, detailed analysis and submission of formal request document, liaison to government agencies, physician education, policy analysis, and benefit implementation for Health Professional Shortage Area (HPSA), Medically Underserved Area/Population (MUA, MUP) or other federal designations.
Federal Designation Impact Analysis
Proposed changes to regulations, detailed analysis as to what may occur due to whom, what is the effect, to what extent, timing, ability to respond to proposed changes, etc. CHCI protects an organization's current position and interests with the current interpretation of policy, rules, regulations, and guidance.
Preliminary Analysis
Federal designations mean different things to different organizations (i.e. physicians, Federally Qualified Health Centers). Primary care physician access issues relative to recruitment and retention, bonus payments, and loan redemption programs are key to why an organization should want to perform a preliminary analysis. A preliminary analysis takes a look at the potential of achieving a specific federal designation - HPSA, MUA, or MUP. A detailed report is prepared based on the findings as to whether or not to prepare a formal application.
Formal Application Detailed Document
Designation requests follow federal prescribed rules, regulations, and criteria for HPSA, MUA, and MUP. Having attended Bureau of Primary Health Care training and educational sessions, the firm's expertise is founded on what the federal and state governments expect from an organization's request. Designations can be for Primary Care, Mental Health, and Dental Health for a specific geographic area (urban or rural), special population group, or even for a facility. CHCI is the technical liaison as the firm alleviates the client from follow-up and we have a proven success record in achieving federal designations.

MUA and MUP translate to community health center (CHC) and Federally Qualified Health Center (FQHC) development and establishment as well as the potential for public and private grant/foundation funding. CHCI works with vertical organizations in establishment of CHC/FQHC new "core" and expansion "satellite" sites. HPSA also translates to physician development and benefits (i.e. 10% bonus payments) plus a higher score in grant and FQHC applications. CHCI works on J-1 Visa Waiver/State 30 Program projects for foreign medical students who have graduated from a U.S. residency program. Recently, we achieved a Policy Clarification Memorandum from the Centers for Medicare and Medicaid Services (CMS) regarding specific 10% bonus benefits regarding HPSA Mental Health for psychiatrists.
